While strolling along the Sea Point Promenade on Sunday, a passer-by noticed a mangled body washed up on the rocks down below.
The body of the unknown man drew a crowd of people who were trying to understand what had happened, while emergency services gathered to assist.
Police, City Fire and Rescue, Emergency Medical Services, law enforcement, and the National Sea Rescue Institute (NSRI) helped to retrieve the body washed up on the rocks near the putt-putt course.
Those who saw the body reported seeing a gash to the head, per News24. Photojournalist Armand Hough (@thehumansnarrative) was on the scene and said that the body was missing an arm and a leg, and the head was partially severed.

Sea Point ward councillor Nicola Jowell confirmed the discovery made just before midday, saying that a report was received of a person seen floating in the waves off the Promenade in Mouille Point.
“All services were deployed to the scene. The seas were very rough at this stage and the NSRI could not launch their recovery boat. The SAPS deployed two divers along with safety ropes to retrieve the body, which has now been completed,” she said.
“The body is that of a middle-aged adult male and his identity is not yet known, as are the circumstances that led to his unfortunate drowning. My condolences to any family and friends of the deceased man,” Jowell said.
Police spokesperson FC van Wyk said Sea Point police registered an inquest and that a post-mortem will be conducted to determine the cause of death.
The South African Police Service has appealed to members of the public who might have any information regarding this, to contact them immediately.
This is the second known tragedy to hit the Sea Point Prom in the last few days, with a woman engulfed in flames on the grass area opposite the Twin Towers apartment block in Three Anchor Bay.
IOL reported at this time last week that she suffered severe burns after a flammable substance in her possession ignited but was luckily saved by quick-thinking passers-by who helped extinguish the fire. The injured woman was taken to the hospital to be treated.
