It’s not easy to convince people that they should adhere to rules put in place for their own safety.
I’ll point you in the direction of the (gestures grandly) thousands of videos of anti-maskers freaking out, because wearing a piece of cloth over your mouth and nose is apparently an assault on any and all forms of liberty.
Hey, why not whip off your undies and use them as a mask? That will show them. Who’s the fool now?
The point being, sometimes you have to take a novel approach, like the Danish Road Safety Council and a public safety announcement regarding wearing helmets when out on a bike ride.

The video opens with Svend, a mighty Danish warrior, rallying his forces before sailing for England in 893. He mounts up, roars out a call to depart for battle against the dreaded Christians, but is interrupted by his son, who runs out to remind him that he has to put his helmet on before he goes anywhere.
Despite protesting that he doesn’t want to because helmets make his head itchy, that he’s “a careful rider,” and that he doesn’t want to ruin his hair, the other Vikings tell him to make safety a priority.
A simple enough premise, executed very well.
The bit where his wife chimes in, is pure gold.
Wear a helmet, folks. The Vikings have spoken.
