At first, you might assume she is referring to an incident of domestic abuse, but then she finishes by saying:

The “hard-hitting” advert is a part of the Western Cape transport department’s SafelyHome campaign, in support of the 16 Days of Activism for No Violence Against Women and Children, reports Wheels24.
Emulating the terrible abuse suffered by many woman in South Africa, the department thought it necessary to target an often missed form of the abuse, namely reckless drivers:
There are many forms of abuse, aggressive driving is one of them.

As a frequent passenger of cars driven by both men and women, I can say that while men are awfully reckless, even scary, women are often just as bad – especially when it comes to texting and driving.
In my opinion, that is also a form of abuse, especially against children.
