What you are watching is an ACTUAL drill, filmed at a zoo in Tokyo, simulating what staff will do in the event of an escaped zebra.

Let’s take a moment to consider that costume and how calm the person inside remains under pressure. The scope of the operation from the Guardian:

A total of 150 zoo staff members, police officers and fire fighters participated in the biannual simulation at the Ueno Zoological Gardens.
