Most executive orders stem from a president’s desire to bypass Congress. The legislative body is not required to approve any executive order, nor can it overturn an order. The best it can do if it doesn’t like an executive order is to pass a law to cut funding for the order’s implementation. But even then, the president can veto such a defunding law.
Rest assured every step will be taken to thwart Obama’s efforts to curb the spate of mass shootings that have long dominated headlines in the U.S. Anyway back to the matter at hand, Barack shedding some tears as he ran through a list of some of the country’s more notorious shootings. It’s not the first time he has shed tears in public, although according to TIME this was different:
But the tears the President shed on Tuesday seemed to come from a different place. They were as much about the sadness of the deaths of innocents as they were a recognition of his powerlessness to change the situation. Obama chose to make the speech emotional, inviting family members to stand behind him with buttons depicting their loves ones pinned to their lapels. It was a ceremony designed to create the opposite of closure, to pick at a wound and make it raw again.
