The Family Planning Commission of China is studying proposals to lift the ban on families having a second child, if either of the parents is an only child. The one-child policy dates back to 1971 and was put in place as a measure to control China’s soaring population rate. The policy restricts urban couples from having more than one child, and has led to 336 million abortions and 222 million sterilisations, often badly executed in poor areas.
This shift in China’s policies comes after its workforce shrank by 3 million last year.
Lobby groups exerted additional pressure on government law makers when horrifying photos surfaced of a young woman lying next to a fully formed baby, which was forcefully aborted after the mother could not pay the “social compensation fee” for an illegal child.
